Graduated from the University of Duhok in 2000 with a Bachelor’s degree in History from the College of Arts. He continued his academic work by earning a Master’s degree in Modern and Contemporary History in 2002, followed by a PhD in the same field in 2008. He joined the University of Duhok as an Assistant Professor in 2012 and was promoted to full Professor in 2018. Parallel to his academic contributions, Dr. Tatar played a significant role in public service and political leadership. From 2002 to 2011, he served as Director of the Duhok National Intelligence and Security Agency, safeguarding the security of the Kurdistan Region of Iraq (KRI). In 2010, he became a member of the party leadership council, marking his entry into high-level political leadership. In 2011, he was appointed Head of Branch 10 of the Kurdistan Democratic Party (PDK) in Soran, Hewlêr (Erbil) Governorate, a position he held until 2017. He later led Branch 8 of the PDK in Zakho District, Duhok Governorate, from 2017 to 2020. Dr. Tatar was appointed as the Governor of Duhok in 2020, a role in which he continues to serve, combining his academic expertise with his commitment to governance and regional security.
