Completed her undergraduate studies in law in 1987 and her master's degree in public law in 1990. Prof. Yokuş completed her doctorate in Public Law at Istanbul University Faculty of Law in 1995. In 1997, she began working as a faculty member in the Department of Constitutional Law at Kocaeli University Faculty of Law. She received her associate professorship in Constitutional Law in 2004. She currently serves as a faculty member and Acting Dean in the Department of Constitutional Law at Altınbaş University Faculty of Law. She has authored books titled "The Impact of the European Convention on Human Rights on the State of Emergency Regime in Turkey," "Abuse of Rights and Freedoms," "Changing Balances in the Executive Branch in Turkey," "The Current Constitution in Turkey and the Search for a New Constitution," and "Constitutional Searches in the Solution Process in Turkey," as well as numerous articles published in various journals on human rights and constitutional law.
